When he invited Russia to "find the emails" to aid him in his campaign. He did it as POTUS when he invited China to investigate Biden after saying that he did ask Ukraine to investigate. In 2016, even though it was questionable behavior, it wasn't illegal. In 2019, he holds the office of President and his words have more impact than a private citizen. The founders would roll over in their graves if they heard a President say that to a foreign nation.
