I don't necessarily agree with how the rule was written, but the way it was written, it was the right call.

potential receiver must:

"...maintains control of the ball long enough to enable him to perform an act common to the game, i.e., long enough to pitch or hand the ball, advance it, avoid or ward off an opponent, etc

He definitely did not maintain the ball long enough to pitch or hand the ball... he couldn't avoid or ward off an opponent and he had zero chance to advance it.
