For the druggies who won't be rehabbed and get off their drugs, just give them what they want for free, where ever they live, until they croak. FAR cheaper than giving them free damn housing.
For the mentally ill, put them in a gov't facility, and treat them as well as we know how to do so.
That probably takes care of at least 80% of them. For the rest, no good solution, especially if they're just basically too stupid to deal with their condition.
