If law enforcement believes laws to obviously be unconstitutional, shouldn't they have the opportunity to contact their elected officials before a case has to go to the Supreme Court to rule a law unconstitutional?

I guess they could just go the latter course and get sued millions of dollars by multiple victims. Local government has deep pockets.
