Baltimore has a big chunk of poor folks who can't find jobs and many of them are connected to the drug trade.
Also, neighboring Virginia has some of the weakest gun laws in the nation.The violence is confined to the poor, drug infested neighborhoods, so taxpayers don't concern themselves too much with fixing it.
