It's all about who can get the story to the web first and any corrections or retractions can be made at a later date. Who cares if "hands up, don't shoot" never happened?
And police departments played by the long-established rules which required them to limit statements to the media and not release any investigatory information which may harm their investigations. Cases were investigated, reports written, and referred to the District Attorney and only then did departments release limited statements.
In-car video and now body cam video are now released in a limited measure to inform the public of the cases while not jeopardizing any criminal cases. Departments are adapting to the digital age largely to curb false information spread on social media.
