There is a reason we have three branches of government. The legislative branch is not superior to the executive, when there is a disagreement about powers the third branch is called in to arbitrate.
The House skipped that step so this obstruction of Congress charge is a joke. Every President claims executive privilege, even your beloved Obama, they either negotiate with the executive branch or take it to the judicial, for some reason Nancy chose not to do either.
