If you want to change something, you might consider limiting classes to 21 kids total per class so that 4 years worth of recruiting actually adds up to (about) the number of scholarships available.

But then that makes it harder to replace attrition unless there's a method for signing extra kids (frosh or transfer in) in the immediate class after you lose a kid.
