Seems like a fair deal....Homeless mooch drug addict only worried about his next high and fix. Needs to be arrested but cop was willing to cut him a break with a consequence now worse than drugs he puts in his system willingly.
Love how his Mother blames the system not her own worthless offspring...and her self for not getting him the help and paying for it out of her pocket.
