Most places weren't hiring.

Most that were hiring weren't offering $1.2 million/year.

Most that could pay that kind of salary ended up hiring other people. Virginia Tech made an internal hire from the Bud Foster coaching tree. Texas hired the Rutgers coach who Herman worked with at Ohio State. Arkansas was the only option like this that Odom had.
