The issue is what is socially acceptable. When something becomes socially unaccptable that is a very quick and efficient way to impact behaviour. "Oh she's a good girl", the boss says as he pats his secretary on the fanny. That was not uncommon. I remember cathing a film from the forties and one of the lawyers says "hey judge, got a match?" and they light up. Now not so much.

There will come a time when people will say "no fcking way I work for a firm that doesn't give decent parental leave". That is how it happens
