Sure, you might be able to make a case for bribery or extortion on Ukraine. He bribed with Goodies, he extorted by with holding goodies.
He TOLD his admin that they would not cooperate at ALL with the Congress, that is obstruction friend.
Telling his OMB to withhold Congressionally approved funding to the Ukraine was an abuse of power.
