whether a full or preliminary investigation was appropriate in july 2016. horowitz believed the former, durham the latter. presumably, durham is suggesting nothing from july to october would warrant a full investigation when the first fisa warrant was pursued.

as you have noted repeatedly, the basis for opening a full investigation is rather low. and professionals reasonably (i presume you think horowitz's conclusions can be deemed reasonable) disagree. how far do you think durham can run with that? i don't think it'll carry water.
