According to Horowitz, in January, 2017 the FBI attempted to corroborate the most salacious parts of Steele's memos. Steele told them he had talked to exactly one Russian man. They interviewed this man who Steele had identified as his primary source. The Russian told the FBI Agents this:
he said, 'I don't know what Steele's talking about. I didn't tell him this stuff. It was mostly bar room talk, and rumor. I made it clear to him this was my own suppositions and theories.'
At this point it was clear to the FBI that Steele's dossier was a sham. They already knew Steele was working for Hillary and the DNC and now in January, 2017 they learned that his anti-Trump memos were total fabrications. Dep. AG Rosenstein and Robert Mueller would have known all this when Mueller accepted the SC assignment from Rosenstein.
