would require proof of said bribery. Abuse of power is vague enough that you can just throw everything at the kitchen wall and hope something sticks.

They have no evidence of actual crimes so their only hope is to make this a referendum on Trump's likability and hope that enough people hate him enough to vote him out of office.

They also know that there is no way that the Senate will vote him out so they are looking at this as a way to have the center stage and trash him for a few weeks hoping to turn enough independents to get one of their sorry candidates across the finish line. Abuse of power gives them free reign to go with every petty squabble they may have a more specific charge would have had to be more focused.
