of the Independent Counsel? What are you alleging that the IC did?

Horowitz's charge was to investigate the FBI's handling of their Russian investigation ("they're spying on me") - Horowitz investigated all of the relevant actions and reached a conclusion: The FBI's investigation was warranted (and sloppy as the govt usually is.)
