That is a different argument entirely. By 1939 Germany had already annexed the Sudetenland and effectively announced to the world their intention to reverse territorial losses at the end of WW1. Neighbors who had acquired former German Empire ethnic German enclaves, such as France and Poland were not about to incite military response from Nazi Germany. There were no preparations to attack Germany proper, though it's neighbors initiated mobilization for defensive purposes.
