For the bills that go unpaid, hospitals can try to compensate by charging other patients more. But that doesn’t happen as much as many people – including policymakers -- think.

Why? Because insurance companies NEGOTIATED and set reimbursement rates that do not allow for providers to stick them with the liability for the providers mandated "charity work"
