licensure / bonding requirement, i.e. anyone with a truck and some coveralls can open up a shop. In half an hour they can have a filed LLC / EIN and be protected from thousands of dollars worth of incompetence.
One of my clients is Mexican and can do just about anything other than plumbing. He undercharges to the point where I have to give him a bonus because he'll spend as much time as needed as late as necessary to get the job done right.
Meanwhile Fat Ass Phil from high school takes a month to get a fascia job done.
