Please explain how this benefits Russia:
1) In the 3 decades before Trump's election, NATO spending declined by two-thirds, and only 3 other NATO members were meeting their financial obligations to spend 2% of GDP on defense.
2) Since Trump took office, the number of NATO allies fulfilling their financial obligations stands at 8, and NATO spending increased by $130B!
