I find it interesting that you are obviously dismissive of the cultural differences, and their huge impact.
Patriarchy and no/extremely limited divorce meant the decision making was made by few. Adult non-slave males.
The money to provide for basic needs in a city of a million people, i.e., water and sewage, would, of necessity, be compulsory.
