Getting anyone to believe that Sondland dreamt up this scheme all on his own, unless he falls on the sword. Even if he did that, I still wouldn't buy it.

Best way to determine where the direction came from would be for the WH to testify. If it's the result of someone going rogue, that would bring it out.
