There was nothing in their statement suggesting that they had not received a lawful order on this subject. Your original post was just the SecNav's opinion, but the President is the Commander-in-Chief, he has the final say.

As your hero Vindman pointed out the other day when a superior officer tells you he would like something then he has given you a direct order.
