The distinction here is that Putin ordered the interference. That's the Russian government taking an active role and using the resources at its disposal to make a difference in the election. There was no top-down organized effort by Ukraine.
What you're doing is taking the individual Ukrainians and extrapolating it to "the Ukrianian government". It just isn't the same.
