Why the concern for so few deaths and so low of odds of getting killed by a mass shooting?
People are sometimes unbalanced and Killing is what they want to do. More Rules and guidelines won't stop any highly motivated individual from bringing violence to others.
It's simply the price of freedom and the right to own Arms.
The price is well worth the freedom.
