branch where the party opposing the sitting president conducts an inquiry sometime in the year leading up to the next presidential election.

The 'Impeachment Inquiry' is conducted from either the House or the Senate (whichever body the opposing party holds a majority) and provides an opportunity to subpoena and hear testimony from anyone that disagrees with, dislikes or has any negative information of any kind regarding the president.

This partisan political practice began during the Trump administration, where significant criminal elements in the then Democrat party unsuccessfully sought to impeach Donald J. Trump, the 45th president of the United States.

Before that time, 'impeachment' was part of the checks and balances between the three branches and was an extremely rare action triggered by 'Treason, Bribery or other High Crimes and Misdemeanors'.

During this period, impeachment shifted from an exceptional action requiring some substantive basis in objectionable behavior (and usually a suspected actual crime) by a President, to a strictly partisan practice.

Since then it has been pursued every year before a presidential election by the party opposing the sitting president. The only time 'impeachment inquiries' are not pursued today occurs when a single party holds the Senate, the House and the presidency.
