why what trump did doesn't meet those elements.
the DoJ already said there was nothing of value promised or exchanged. they already said they viewed delaying aid as a matter of foreign policy, not legalities.
the crime of a campaign finance violation requires a thing of value, as does bribery. extortion is somewhat more convoluted as it would be considered under a Hobbs Act-Under Color of Law claim. however, their conclusion that there was nothing of value promised or exchanged also eliminates a Hobbs Act violation.
