Because Rudy was Trump's defense attorney and it was widely believed that Ukraine held much of the keys to the origin of the Steele Dossier (see the Dem Senator's May 2018 letter to Ukraine threatening US aid if they failed to cooperate with Mueller)
There are no witnesses that state they heard Giuliani present himself as anything but Trump's defense attorney to the Ukrainians or that he ever tied an investigation of the Bidens to US aid.
