I think if whatever Biden as VP did is fully exposed prior to the election, and he's still elected President, then no, the people have spoken, you absolutely don't impeach him.

Likewise, if Trump is elected, he shouldn't be impeached for anything he did, that was known, during his first term, because the people have spoken.

Anything that wasn't known, however, and came known later would be fair game
