to prove a person did a criminal action?
What are a high crime and misdemeanors? Are they not criminal actions? Is congress not trying to prove that the Prez did criminal actions?
What is the difference between the two?
If it is true that impeachment is a political process, then the President is above the law and when they break it, it's a political process.
Can't have it both ways.
