OPFD used to be a private corporation which contracted with Overland Park for fire protection. The director realized homeowner's policies pay for fire response and he wanted to start sending bills. He ended up ousted by his board over it.

He also started a separate fee-supported service of private patient transfers to compete with AMR for taking patients to hospitals and doctor's appts from nursing homes or assisted living facilities because he saw the money slipping away and knew they had the staff and equipment to compete successfully for type II transports.
