responsible for U.S. foreign policy. Presidents delay foreign aid regularly. Obama did it and so did other administrations. Trump was elected by the American people in part to redirect U.S. foreign policy and you will have to wait till the next election to undo his reforms. In short, Col. Vindman, the vast array of intelligence agencies, the State Dept. and the Congress do not set the direction of our foreign policy.
