Admin holdovers in the State Dept., NSC and CIA disagreed with Trump's foreign policy in regards to Ukraine. The problem is that Trump was elected to set and direct foreign policy and these WBs were only employees responsible for carrying out that policy. The fact that many of these operatives committed a crime in leaking classified information is lost on Dems.
