don't know what you are talking about. Where did this 40% number come from? It is fiction. The regular farm program payments are miniscule and the MFP tariff payments have been far less than the loss in income from the market price drop directly related to the trade war. The single most valuable contribution the Gov't. makes to farmers is through the premium subsidy in the Federal Crop Insurance program. If farmers were forced to premiums necessary to guarantee profits to insurers, no one would buy crop insurance. Most farmers would choose to do without it.
