someone in Ukraine might be the whistleblower because Donald Trump was strong-arming officials there. Others say John Bolton is the whistleblower. Eric Ciaramella is a very likely candidate. As a result, I feel the implication is that Trump does not negotiate with different departments leading to enemies.

Please explain why this message is being reported.
