Whistleblower No. 2. If he leaked the contents of the phone call to anyone outside those cleared to listen in, he is guilty of espionage and should be so prosecuted.

After reviewing the news it appears that Vindman may in fact be the intelligence agency spy who leaked information of the call to Eric Ciaramella, WH No. 1. It is unclear whether Vindman coordinated his activities with Adam Schiff, as Ciaramella did. In either case, it doesn't matter in terms of his criminal actions to subvert the Trump Admin. Expect both to end up facing espionage charges along with Adam Schiff.
