schools?

If I have a class of 25 children and 5 of them are completely unengaged and refuse to do even the simplest task how much of my time am I expected to ignore the other 20 students in an effort to get those 5 to learn something?

The idea that we must attempt to teach everyone causes public schools spend a majority of our time and resources attempting to teach those who do not wish to learn and usually have families that share that feeling.

We are robbing from Peter to pay Paul but Paul does not want what we are giving him.
