At the time it was being promoted as a wonderful advance in treatment of those with mental issues.
It would eliminate the abuses, such as committing people who didn't belong there, and would save the government billions of dollars.
It seems like that latter benefit has been the focus, rather than balancing the needs of those afflicted with severe mental illness and of the society they were dumped into.
