"to discover evidence" =/= create evidence
"to discover evidence" = find/locate (existing) evidence
for the purpose of providing quality representation of a client who was falsely accused, which is not only ethical, but required.
further, the individual who was falsely accused, was operating within the scope of his authority as the Chief LEO of the United States.
He was making a request for assistance from a foreign leader to address widely reported allegations of corruption by an American citizen. that was entirely appropriate.
