but walking into a SCIF and then walking right back out with your device and setting it aside isn't really a violation -- or at least in my experience, no one got in trouble. It was pretty common to see someone forget or not think about it, and then as they remembered, took their phone outside the SCIF.

I think the OP and the 'illegality' of the electronic devices is probably overblown.
