Libs were whining that black people get stopped for speeding at a higher rate than their percentage of the population.

Disparate impact.

So a study was done with cameras and electronics (no subjective human racist evaluation) and it found that blacks sped much more than even what they were complaining about and they were therefore less likely than whites to be pulled over for speeding based on what they actually did.
