As long as they are not challenged by the party in power then they remain relatively quiet. But when challenged they act in concert to protect what they feel is theirs.
Trump challenged them before he ever took office. They were on full alert on day one of his Presidency and have constantly acted to diminish his power and protect their own.
I believe it was Chuck Schumer who even warned Trump that you don't mess with the intelligence agencies because they will retaliate. It is sad that this is a known fact in Washington but no one has attempted to stop it.
