This statement “Everything will be done at cost due to the emoluments clause” indicates they mistakenly believed as long as they don’t make a profit it’s not a violation. That obviously is not the case and whether or not prior events pose a problem is yet to be determined. It’s hard to believe someone in the WH didn’t understand the clause and advise Trump from the start that he was on thin ground. Will we ever know?
