There's considerable video footage of his pre-dementia state

There is viewable evidence he used to be able to articulate positions and formulate a throught process on the fly, albeit in a crude and clumsy manner. I think there is little doubt that at one point in his life he was at least of below avg intelligence. There is no way he could have functioned his entire lifetime at this limited capacity without considerable assistance from others.
