because the "full House" might have set up rules in advance that delegate those responsibilities to specific groups, persons, committees, etc.

Just like a Board of Directors giving authority to a particular executive to sign contracts or hire/fire personnel....it's a company action that's undertaken by someone tasked with doing the job.
