The constitution gave the power to the Congress.

That doesn't give dictatorial power to the Speaker of the House, of course, to proclaim the House's desires as she sees fit without a vote.

They have their own set of rules laid down in the laws of the land. A strict interpretation of the Constitution has nothing to do with it.
