I remember laughing out loud in dismay when he tried to lecture Stephanopolous on getting dirt on opponents and he looks at George and says "it's opposition research". Another case of the doofus learning something most everyone knows and thinking himself a genius for learning it, like Stephanopolous communications guy for Bubba doesn't know what opp research is.
Problem in this case DON is that soliciting it from a foreign country is a felony. And THAT is what brings him down.
