Ukraine was encouraged to assist Barr’s investigation into 2016 election interference The difference is...and this is KEY.... the Ukrainians were not threatened with losing funding. They were totally unaware the funding was delayed.

So NOT quid pro quo since they didn’t know of any linkage. Get it?
