Obamacare Missouri had the "Missouri Health Insurance Pool" that guaranteed coverage for everyone with a maximum cap of 2X the standard price for everyone else. Most other states had similar, or even more subsidized coverage available to all.

Interestingly, in many cases those higher rates in MHIP were actually significantly lower than Obamacare rates.
