the issue isn't whether money was withheld (or threatened to be withheld) from Ukraine, it is/was the purpose.
Biden made the threat with the support of many governments and republicans to remove the prosecutor for failing to address corruption. At the time, there was no active investigation (for over a year) of Burisma. There has been no investigation since the prosecutor's removal and, in fact, subsequent prosecutors have said no crime was committed. So, unless those facts change, there is no impermissible quid pro quo.
